Update to dart 3.8

Hi, please update library to dart 3.8.

Could you outline the basic steps for updating dart versions?

The build process is described in the README. The version is pinned to whatever is in .dart_version and should build fairly easily if there aren't any changes needed to the patch or APIs.

I'll try to get around to an upgrade in the next few weeks.

Out of curiousity, what are you using this for?

Hi, thanks for your quick response. I will try to build version 3.8 and see how it goes.

I am using dart as a scripting language for a BIM/CAD system based on iso 10303, mostly ifc for now; other step format support is not as mature. We have a blockly app (scratch like) that generates the dart code, then execute them in embedded dart VM. Another part of the app is written in flutter. After upgrade to flutter 3.32, the VM is broken. The entry point to the scripting library generated is in the file picomposer_procedures_main.dart.

Tried building dart 3.8 and it was not a trivial thing, the building system looks the same but had significantly changed. Running build.py with the target "libdart" no longer works, it is not recognized a target. Tried manually follow the instruction to produce the static lib at https://github.com/dart-lang/sdk/blob/main/docs/Building.md and the target "create_sdk" always produce the dart.exe. I tried something like this too: python tools/build.py --mode debug --arch x64 --gn-args "dart_component_kind="static_library" dart_platform_sdk=false" create_sdk.

And bunch of other combinations with gn args and nothing, any ideas?
