Permissions/Teams

I'm thinking we can use GitHub teams to define who can do what on the repo. This needs to be flushed out in parallel with other things like releases. For now, my thoughts will revolve around commit/release permissions.

• Maintainer: someone with permission to merge PRs to the main branch and publish releases to NPM for any package. Original package authors will probably be the bulk of this group. The more folks at this level the better though, not sure hat this process or requirements to join this will be, but we can flush those out as needed.
• Admins?: These folks have deep back access to automation, NPM, and GitHub setups. These people are the folks who can include new packages. This will probably be a small and highly trusted group.
• Contributors: Merge PRs if that isn't tied to releases maybe. Otherwise more community management rolls.

None of this is set in stone...just getting my thoughts down.
