Critical Alerts Not Sending to PagerDuty

Steps to Reproduce

1. Create a "Number of Errors" alert with a warning and critical threshold (static easier for reproduction purposes). Set interval to 5 minutes
2. Under action set up a warning action to send an email and another warning action to send a pager duty warning alert. Do the same thing for the critical threshold
3. Trigger the warning threshold, wait a minute, trigger the critical threshold

Expected Result

Separate emails and PagerDuty notifcations are received for the warning and critical thresholds respectively

Actual Result

Separate email notifications are correctly received. Only the warning alert is observed in pagerDuty
