The system can be extended by plugins but there is no documentation that details:

what data the plugin will receive
how the plugin will be invoked
where in the request lifecycle the plugin will be invoked

With out these key pieces of information it is unclear how a plugin should be developed (without guessing by reviewing how existing plugins work).
