Use templates for suggested PR body #8
Description
In the welcome issue, we give the learner a suggested body for their PR:
Suggested body content
Workflow files are the recipe for task automation. This is where actions are placed if I want to use them for a task.
We can make this a little more natural by using a PR template in the template repo.
