Current state

As a gno.land service in a distributed environment I'm unable to determine if a gno.land validator node has effectively started and ready to participate in consensus before block 1 has been validated.

Desired state

As a gno.land service in a distributed environment I can successfully query a gno.land validator node and determine if it has effectively started and ready to participate in consensus before block 1 is validated.

Acceptance criteria

It can be any form, e.g. a PID file or any other advised method for a UNIX-system based.
