Move any dependencies verified code needs out of this repo

The current machine package doesn't need to be in the Goose repo; it now has a natural home somewhere in its own repo in goose-lang, and it can be called something more sensible like goose-lang/goose-lib. Unlike std, this is all trusted code, so it should be in its own repo.
