Sometimes the blue banner comes back.

Unfortunately I don't have steps to reproduce, but the blue banner doesn't not all ways stay "dismissed"
While using the app, I closed the blue informational alert banner, but as i was clicking around on tabs in the UI, the banner would appear again and again in unpredictable ways. This was a bit annoying since I had to dismiss it again and again.

Galen suggested that it was a cache problem and then I should refresh my page, once I did that, the banner went away for good.
