Messages Tag in RAIL on Guardrails v0.5.13

I'm testing the messages tag in RAIL with Guardrails v0.5.13, but I encounter an error if I don’t provide msg_history or messages when calling Guard. Additionally, the msg_history or messages set during the Guard call seems to override the messages defined in the RAIL file.

This isn’t a significant issue for me since I can specify the messages directly when calling Guard, but I’m curious— is there a way to ensure the messages tag in RAIL takes effect instead?

The messges tag in RAIL is working correctly after this fix: #1125.
