You are correct that Pinfinder currently does not function for iOS 13. However, GWatts has identified a workaround which you can find in his latest comment to #77 <#77>.

Hello for ios 13, i have a simple fix, log out of your apple id and turn screentime off. Later log back in. This should help you to turnoff the screentime, though you cant recover the password. |
I am sorry to burst your bubble, but PINFinder exists to recover the password, not to turn off ScreenTime.
PINFinder is mostly used by parents in order to preserve the data on the phone, but if you turn off ScreenTime, all the settings within ScreenTime are lost.
Your method may have worked for you, but it is not a fix for all cases, and I highly advise you not to offer it as a solution to any more cases that seek to preserve these settings.

Neither signing out of iCloud and back in nor restoring a backup after disabling Find my phone disables the screentime pin for me. Maybe this only works if you share screentime settings across devices? (I don't have that enabled). |

I actually was able to restore my passcode using iCloud, just make sure to change the passcode while you’re not signed in. Also I chose to delete all iCloud data from my iPhone while signing out. |
This still will not work, though, if changes to accounts are set to "Not allowed."
