DevOps: Setup LibreTranslate

Setup a self hosted version of LibreTranslate on the Gluteus. See docs here: https://libretranslate.com.
We are gonna use this to show automatic suggestions for content when people write news articles, events etc... to make their experience faster.

The idea is that the person writes in a textarea the article. Then there is a secondary textare below for the other language that we can fill out automatically which they can edit later
