Overview

In the submit snapshot page we need the snapshot link to open to page 5 (regardless of ownership)

Details

Fact: Only people who own the snapshot can see the prior pages (1-4). We need to make changes in the submit snapshot page so that by clicking on the link to the snapshot, it opens to page 5.
