Multi-Nvidia setup choses wrong GPU for many applications

Hello, so I have a laptop with an iGPU (Some random intel thing) a dGPU (Nvidia 1650 Ti), and an eGPU (Nvidia 2080). Ive been struggling for about a week now to get my Zorin OS stable with the eGPU and I think I have now with this setup: https://gist.github.com/TylerCode/26753277600abd308974f3923dab4d67

However, when I launch many games through steam or just run certain applications, they seem to at random decide to run off the 1650 Ti rather than the 2080. This causes all kinds of input lag and makes most of the applications unplayable.

It's important to note that when I'm docked, the only monitors in use are connected directly to the 2080. I don't know enough to even know where to start looking. I feel like I've tried a lot of things to no avail but I'm open to any and all ideas.

In an ideal world, the 1650 is only even usable when the laptop is not connected to the eGPU.
