Is your feature request related to a problem? Please describe.
Visual consistency, accessibility, and reusability could be improved if we re-used iTwinUI components in the AppUI widgets.

Describe the solution you'd like
Reuse iTwinUI tabs in AppUI widgets. Research what other iTwinUI components can be used for widgets & panels.
Make sure that overflow button is accessible and has a label.
