Undock map layers widget
Click on settings gear icon button
Notice the settings widget is mostly hidden behind the parent widget.

This might be an itwinui popout issue.
What version of itwinui is the pkg using?
What version is the app using?

This looks unrelated to iTwinUI. It's not using iTwinUI's Dialog or Popover.
