Add email notification to Bioinfo team when program is pending approval on signed-off clinical data submission.

Detailed Description

If a project makes updates to already-signed off clinical data, the system locks the submission until a DCC Admin approves the updates (so we can make sure/aware of updates made to signed-off clincial data). See "Successful Sign Off State - WITH UPDATES
" and "Mockup - DCC Admin View" at https://wiki.oicr.on.ca/display/icgcargotech/Clinical+Submission+Page+Specs.

  • Example of DCC Admin View for pending approval state for APGI-AU program after they made updates to signed-off clinical data:

Issue:

  • The Bioinfo team isn't notified when a program is pending approval from us, so a program is blocked from continuing their data submission until we approve. In this example, the APGI-AU program had to email one of us to let us know they are waiting for us to approve the updates.

Possible Implementation

When program is pending approval, an email notification gets sent to Bioinfo team, so one of us can go in and review the updates and decide on whether to approve the changes in order to let program continuing submitting clinical data.
