Add Failure Handling & Retry Mechanism to EGA Integration Flow

Add a proper failure handling and retry mechanism for the EGA integration flow.

If errors or failed requests are returned from the EGA API, we should handle those gracefully and also have configuration to retry the requests for X times each Y interval.

@anncatton to consult @joneubank for the optimal design approach and add details to the ticket once decided.

@anncatton may need to add task for refresh token handling
