Does infuser depend on http server?

I'm building a mobile solution using infuser and knockout, i want to use template function and build some statistic html5+js application. But i found the template can not be loaded when directly navigate to the index.html page.

Any comments?

error message:
The template landing-tpl could not be loaded. HTTP Status code: 0
