The influx_inspect tool lives in the OSS tree. Although we don't ship any binaries for OSS on the 1.X line after 1.8, the source code is stored in the influxdb master-1.x branch.

The release will be source code only for 1.11.X OSS and as binaries for 1.11.X Enterprise. We tag the OSS source with the releases, we just don't provide compiled versions.

So I guess you could say it will be released in Enterprise.
