Prodedural doc for polyline simplification

Flux 0.181 includes support for polyline simplification (specifically the Ramer Douglas Peucker (RDP) algorithm) for downsampling data.

The polyline.rdp() function is currently only available in Cloud, so this should just be added to Flux and InfluxDB Cloud docs for now. We can port it to v2.5 when it's released.
