The GPG key for the upstream Kubernetes repository has expired. This makes it impossible to install or upgrade Kubernetes.

The relevant upstream issue is here: kubernetes/release#3818

There seems to be relatively little activity and no real path forward yet.

This has been worked around in CMT by dropping installation support for versions older than v1.28.0.
Hopefully this isn't a recurring problem.
