Annotate variants with SpliceAI, CADD, Mutscore, Alphamissense, Eve

• Make sure all third party annotations are okay for commercial use. If not, we need to support different data dirs (and tomls) for different installations
• SpliceAI - decrease file size keeping max from 4 fields (acceptorGain, acceptorLoss, donorGain, donorLoss)
• CADD - decrease file size by only keeping Phred score (drop raw score)
