[BUG] - PiTrac reports missing configuration file when pitrac_lm is run with --help option #60

Describe the bug
PiTrac should not look for the config file when you are just using --help.

To Reproduce (if not obvious:)
Steps to reproduce the behavior:

Run the following command: pitrac_lm --help
See error

Expected behavior
The help information should be displayed and PiTrac should exit cleanly.

Environment (e.g., Pi 1, Pi 2, Webapp, Visual Studio, etc.):

This happens in the Pi system.
