Allow users to disable direct play completely based on format

Describe the feature you would like

This request goes hand in hand with issue #2124 in which H264 media seems to be having issues. Even with all of the direct play options disabled in the app settings, the app will attempt to direct play regardless of stream quality. An option to fully disable direct play for specific media types without even attempting would be beneficial in instances like this. Additionally, it would be pretty snazzy if there was a request transcode button in the media player itself for when these playback issues pop up, but that's just fluff and additional options in the settings would suffice.

Why is this feature needed?

This would allow users to continue to enjoy their media even while there is issues affecting direct play from within the app.
