[Bug]: Hidden icons end up in the Visible section after some interactions

Description

Not sure when this issue started but it's quite a pain in the rear.

If I open a menu from an icon in the Hidden section via the Ice bar, it will randomly end up being moved to the Visible section.

Steps to Reproduce

For example, I have the Shottr app hidden. If I open the Ice bar, open the Shotter menu, it will appear to the left side of the Ice menu icon. This is expected.

However, at random, it will stay there. When I go to the Ice settings, Shottr has moved itself to the Visible section from the Hidden section.
