La idea es poder instalar las dependencias necesarias para poder ejecutar la api.

En este momento para poder ejecutar las migraciones como no se ha creado taraeas automaticas para correrlas ver issue6. hay que correrlas de forma manual y para eso hay que instalar dependencias en el server de heroku
