We should have a contribution guideline that allow new comers to know how the project contribution work.

Points need to be defined

commit messages convention
pre-pr task (lint, format ...)
pr acceptance (how many time without any objection, how many approval, fast tracking ?)
How to became a calaborator ? IMO just nomination from actual contributor
