CI: do not inherit kamu-api-server image (and others) on kamu-base

Motivation

Key point: release procedure speed-up

At this point, in order to build kamu-api-server image (or any other in this repository) successfully, we must wait for kamu-cli images to be built, otherwise we will get an error like this:

If we look closely at the kamu-base image (base for everyone), we may find that we use almost nothing from it.

Expectations

• Analyze what is actually used from kamu-base
• Prepare a different base image that depends only on this repository -- thus, excluding waiting for images to be built in the kamu-cli repo
