As we do on keymanweb.com, we should allow tier and version parameters in URL to select a specific version of KeymanWeb for testing purposes.

Arising from the gap in testing from keymanapp/keyman#11467

We could test this feature on https://help.keyman-staging.com first. As well as verifying the KeymanWeb OSK fixes work (e.g. keymanapp/keyman#11472)
