Update dev observability stack to latest versions & move from promtail to Alloy #11881

Let's take a look at https://github.com/kubernetes-sigs/cluster-api/tree/main/hack/observability and bump to latest versions.

Also recently Grafana announced that Promtail is merged into Alloy. So let's move to Alloy, xref: https://grafana.com/blog/2025/02/13/grafana-loki-3.4-standardized-storage-config-sizing-guidance-and-promtail-merging-into-alloy/

Yes, except promtail / alloy migration :-)

We can split it up in two PRs. One to bump all the versions (except promtail) and then another PR to move to Alloy
