Steps to reproduce

I creat a chatflow and allow users upload document files or image files simultaneously，and add two "List Operator" to filter the files and images, but it didn't work. when users upload a picture, it will be processed by two workflows simultaneously

The problem is the Question Classifier right? Then it's duplicated with this #16238. We are fix it now.
