The best official code we can find for Zanzibar is tz-znz based on the TZ ZNZ UN LOCODE. https://service.unece.org/trade/locode/tz.htm

Note that ISO 3166-2 doesn't have a suitable code for the whole of Zanzibar https://en.wikipedia.org/wiki/ISO_3166-2:TZ
