Federate certain AU materials onto country LIIs (eg. EAC and TanzLII) #2275

Proposal

Frontend / UX

A new "African Union and EAC" menu item is added to the LII. It is a dropdown with:

  • African Court - a link to judgments from that court
  • African Commission on Human and Peoples Rights - a link to the judgments from that court
  • East African Community (EAC) - a link to listing documents in the aa-eac locality
  • East African Court of Justice - a link to judgments from that court
  • East African Community (EAC) Legislation - a link to the locality legislation listing page for the EAC
  • AU Charters and Treaties - a link to legislation from the AU (with ratification details)

The above documents all naturally show up in search, too.

  • the judgments page is updated to include the AfCHPR and the EACJ (should happen automatically)
  • the legislation listing page has EAC and AU as a localities
  • the gazettes listing page has EAC as a locality

Equivalent changes are made for ECOWAS.

Backend

Ingestors

An ingestor and adapter is created for each document type (or collection?):

  • Judgment (already done)
  • Gazette
  • Legislation

The ingestors are configured to poll AfricanLII for the latest content.

Note that generic documents are NOT ingested.
