using fast forward with vulkan on ios and on Linux (Linux tested by @warmenhoven) result in the core freezing/stop working

latest commits fixed moltenvk support but there still some issues like fast forward freezing retroarch so i will keep this open

core still hangs when trying to fast forward on retroarch 1.18.0

This isn't specific to iOS, or moltenvk; I can reproduce this on Linux with vulkan as well.

This isn't specific to iOS, or moltenvk; I can reproduce this on Linux with vulkan as well.

I use Linux with wayland and vulkan. The core Beetle psx HW freeze screen, only work with video glcore.

@warmenhoven now retroarch will freeze then close itself before it would only freeze so something changed here is my crash log retroarch.log
