Think about how to assign users to multiple or all actions

The plan is to have the database tie contacts to actions through a tie table, so the trick is to make it easy and intuitive for users to link users to all actions. Maybe instead of what happens now when clicking on a contact, it brings up a screen of actions that contact has access too with checkboxes (or similar functionality), and they can choose multiple or all.
