Add new pcs upstream versions to python unit test matrix

It looks like more fixes are needed in pcs side to get it built on Ubuntu 24.04. I'll report back.

ok - note that the source of this file is https://github.com/linux-system-roles/.github/blob/main/playbooks/role_templates/ha_cluster/.github/workflows/python-unit-test.yml - once you get it working here, please submit a PR for .github
