Build step for JS and CSS

Complication: How do I integrate this seamlessly into a rust centric build? Or should I instead cleanly separate it?

I'd separate it to allow custom changes by users.

This issue is about the asset building pipeline and how best to implement it for this project. ("integrated" would be by way of cargo build, "separate" would be separate from that, for example by way of npm run webpack) It has no bearing on the extensibility by end users.

End user extensibility is not a focus for Sausagewiki as it complicates the goal being simple. (Perhaps, in the fullness of time, it will aim to be more extensible)
