Proposal: Look for Release of Nvidia's PyOptiX library and deprecate rtxpy

## Reason or Problem
Xarray-Spatial currently uses `rtxpy` to interface with OptiX APIs.  Nvidia is going to release PyOptix sometime soon and it would be great to see if we can convert and deprecate rtxpy.
