meshStack needs permissions to create subscriptions.

Using EA, you need to be granted the subscription creator role.

This is currently mentioned only here but needs to be done manually/via PowerShell script.

Implementation hints

Option 1: Execute call from terraform (see PowerShell script for example).
Option 2: If permissions can be granted via terraform provider, do that
