This is used by Japanese VLBI telescopes; see http://vlbi.sci.ibaraki.ac.jp/K5WWW/doc/vssp_format-e.100820.pdf

Note that there are quite a few sub-formats, though one can probably cover it with a layout similar to VDIF.
