can't share internet

I use it on Windows Server2019, and everything is configured. The handshake is successful and the server can ping the client, but the network sharing is not successful. In the Windows10 environment, each item can be configured and can be shared normally, but Windows server is not allowed.
How to solve it?
(server configuration items are default or automatically generated public keys except public network IP)
