Start-DscConfiguration keeps hanging and a reboot is required to fix #5455

Description of the issue

I've been having a problem with the recent releases of M365DSC where when I run the Start-DscConfiguration command it starts but doesn't process anything so I can see things like this:
Start-DscConfiguration -Path $PathToCompiledMOF -Wait -Verbose -Force
VERBOSE: Perform operation 'Invoke CimMethod' with following parameters, ''methodName' = SendConfigurationApply,'className' = MSFT_DSCLocalConfigura
tionManager,'namespaceName' = root/Microsoft/Windows/DesiredStateConfiguration'.
VERBOSE: An LCM method call arrived from computer ULTRASBOOK6 with user sid S-1-12-1-2786440620-1107658995-3191192979-3267944029.
VERBOSE: The -Force option was specified with the Stop operation. The current configuration has been successfully cancelled.

And then that is all that happens and the processing never continues. I am running my DSC commands from within PowerShell ISE. When I close ISE and restart, the same command will immediately hang again. BUT if I reboot, then try that same command, it immediately processes and also i see the LCM blue progressbar while it is working on the job.

If you see the processing hanging in ISE, does it then work if you start another PowerShell terminal outside of the ISE? I've heard that PowerShell ISE does a couple of strange things when processing commands, so I'm not really using it. My Start-DscConfiguration commands are always run in an elevated PowerShell terminal, so far without any issues.

What happens if you do the same with Visual Studio Code? Does that also hang?
