PowerToys Settings window does not open on Windows 10 #27167

Steps to reproduce

Updated to latest version from within PowerToys and now it no longer works. I see many other reports of this frozen, black, settings windows and the CPU-spikes. So I guess it has something to do with Windows 10.

✔️ Expected Behavior

Able to change settings.

❌ Actual Behavior

Settings window remains black.

I seem to have solved it by setting the Peek and Startup.Run to 'false' in the JSON settings located in AppData, after I have manually closed PowerToys. Then starting the programme, it doesn't load those modules and therefore functions normally. So I guess the two features are broken.

The settings window is still set to black, but at least I can put the right settings with text configuration files now.

It has not been resolved though, the program works, but the settings page is completely black and can only force close the program and start it again. But can't change any of the settings through the GUI.

We need a bit more information to really debug this issue. Can you add a "Report Bug" zip file here? You right click on our system tray icon and just go to report bug. Then drag the zipfile from your desktop onto the GitHub comment box in this issue. Thanks!
