Common feature seems to be administrator mode. Maybe russian is native language of developer of this part of Powertools |

Steps to reproduce
Why is PowerToys half english and haft russian? I run W11 in Finnish, but for keyboard russian as add-on language. It should not interphere with PowerToys.

Everything in english.
