Steps to reproduce

0. Ensure use Windows 11, don't use the classic context menu, and set the app language as other language, instead English
1. Right click any file(s) or filder(s)
2. As you can see, the "Unlock with File Locksmith" menu item title is still English, while "Resize with Image Resizer" and "Rename with PowerRename" title in the localized language
3. Right click any drive in "This PC"
4. As you can see, the "Unlock with File Locksmith" menu item doesn't show on the context menu
   

✔️ Expected Behavior

The "Unlock with File Locksmith" menu item title should show in the localized language,
And this should show on the context menu when any drive(s) be right clicked!!!

❌ Actual Behavior

Actually, the "Unlock with File Locksmith" menu item title always showed in English, whatever the application language is, even if I restarted a whole PowerToys;
and whatever drive be right clicked, it doesn't show!!!
