Description of the new feature / enhancement

I'd like to be able to use PowerToys as a DSC v3 resource to configure PowerToys so I don't need to use the PowerShell module. DSC v3 will be added as an experimental feature in WinGet and PowerToys would be a great test case.

Initially, I was thinking about getting the ability to enable/disable and configure couple of features I use most often like "find my mouse", and the new "zoomit".

Scenario when this would be used?

When I am running a WinGet configuration, I'd like to be able to not only install PowerToys, but also have it configured (without the need for a PowerShell Module containing DSC Resources).
