[Bug]: TagPicker - Toggle behavior while adding a value that is already selected

Current Behavior

If I add a string that is already selected the TagPicker will remove the selected value.

Expected Behavior

The existing selected string should remain in the TagPicker with no duplicates.

Steps to reproduce

1. Click on the input box
2. Type "Test" in the input box
3. Click "Add new option: Test"
4. Type for the second time "Test" in the input box
5. Click "Add new option: Test"
