Если установить значение PbxSettingsConstants::DISABLE_ALL_MODULES в 1 то все модули будут отключены независимо от их персонального статуса, будет удобно при обновлении или аварийных ситуациях.

Возможно надо добавить пункт в консольное меню.

Еще удобная глобальная опция "Отключить всех провайдеров"
Полезно при переносе АТС на другую машину. На текущий момент только вручную отключать всех провайдеров.
