Use Google Data Studio (or other similar tools) to analyse the costs

From Google Cloud itself (billing can be put in BigQuery for analysis)
Total cost usage of SMS/Email
break down geographically
evolution through time
spot heavy users/local unit, spot users/local unit that do not use (for local users, this could be a way to remove inactive users)
maybe categorize the type of message with a text analysis
