Red Cross email is mandatory to make operations work

Minutis operations require volunteers to have a red cross email to work properly.

When we trigger volunteers without redcross email, we should add a flashy banner with the number and list of people that do not have a red cross email (and eventually, add a link to the form allowing to create them).
